The U.S. EPA issues Significant New Use Rules (SNURs)
On 9 June 2020, the EPA issued direct final SNURs for 16 substances, which were the subject of pre-manufacture notices (PMNs). This action requires persons who intend to manufacture, import, or process any of these 16 substances for an activity that is designated as a significant new use by this rule to notify EPA at least 90 days before commencing that activity.

A new chemical management law, the Chemical Substance Inventory and Risk Control Law, came into force in Brazil on the 13th November 2024. This began the process of introducing new regulatory obligations for importers and manufacturers of chemical substances in Brazil.
Ukraine has introduced its own chemical regulation, commonly referred to as UA-REACH, modelled closely on the EU’s REACH framework.
The Australian Industrial Chemicals Introduction Scheme (AICIS) took effect on 1 July 2020. If a business imports or manufactures an “industrial chemical” in Australia, they are referred to as introducers and are required to carry out Business Registration and categorisation of chemical introductions.
India is in the process of drawing up its landmark Chemicals (Management and Safety) Rules, commonly referred to as “India REACH”. The Rules are currently in draft form, and there are rumours that the Rules will enter into force in 2022, but this has not been confirmed by official sources.

The United Kingdom’s independent chemicals regulatory framework UK REACH starts on 1 January 2021. TSCA applies to any chemical substance manufactured, processed, distributed in commerce, used or disposed of in the U.S. Substances within a chemical mixture, mixtures of chemical substances, and to mixtures and individual chemical substances within articles are all regulated under TSCA.
