1. Global regulations and cosmetics legislation

USA: After no substantial changes to the USA cosmetics regulations for decades, there are currently several bills under consideration. If passed, these would completely overhaul the cosmetics regulatory landscape in the USA. China: The China Cosmetic Supervision and Administration Regulation (CSAR) is the main regulation in charge of overseeing cosmetic ingredients and products in China. It was issued by the China National Medical Products Administration (NMPA) in 2020 and is accompanied by other rules such as the Technical Guidance for Submission of Cosmetic Ingredient Safety Information and the Safety and Technical Standards of Cosmetic Ingredients. Brexit: The UK voted to leave the EU in June of 2016 and is currently in a transition period that ends on the 31st of December, 2020. At the end of this period, the EC regulation No.1223/2009 on cosmetic products will no longer apply to the UK and new legislation will come into force. If your current Responsible Person (RP) under the CPR is located in the UK, you must ensure that you shift to an RP in the EU. 2. Natural Cosmetics

Natural products are highly sought after by consumers, but there is no legal definition of what a ‘natural’ or ‘organic’ product means concerning cosmetics. In addition, while there are many standards and certifications that can be obtained to help you support your natural and organic claims for cosmetic products, they often provide conflicting advice. 

One internationally recognised standard, which uses clear guidelines and criteria for organic and natural cosmetics, is the ISO 16128. 3. Testing

Cosmetic products that have not been tested on animals are in high consumer demand. The European Union banned testing on animals for cosmetics ingredients in 2013.
