Taiwan EPA publishes the Draft Categories and Management of Handling for Toxic Chemical Substance

On 21st May, EPA published the Draft Categories and Management of Handling for Toxic Chemical Substance (hereinafter referred to as the draft Regulation) for a 30-day public consultation. The draft Regulation was introduced to implement Article 8, 11 and Article 44-4 of Toxic and Concerned Chemical Substance Control Act.

The following are the key updates:

●      To implement the Stockholm Convention, Perflurooctanoic acid (PFOA) and Perfluorooctane sulfonyl fluoride are proposed to be classified as Class 1 Toxic substances (previously they were Class 4).

●      Dicofol CAS Number 115-32-2 or 10606-46-9 are proposed to be newly classified as a Class 1 and Class 3 Toxic Substance.

●      The approved use of Perfluorooctane sulfonic acid, Lithium perfluorooctane sulfonate Perfluorooctane sulfonyl fluoride and PFOA will be restricted to the following:

○      research and education;

○      hard metal plating in isolated system;

○      Used in fire extinguishing equipment (before 31 Dec, 2022).

●      Tetrabromodiphenyl ether: The Chinese and English name and CAS Number (40088-47-9 or 5436-43-1) is updated in the draft.

●      The CAS Number of pentabromodiphenyl ether is added (32534-81-9 or 60348-60-9).

●      The approved and banned use of polybrominated diphenyl ether are updated in the draft.
