Getting Ready for the Turkey REACH Deadline: Steps to Ensure Compliance and Success

The KKDIK registration deadline is rapidly approaching (31st Dec. 2023), and the registration phase is more than halfway through. Hence, it is important that potential registrants and stakeholders interested in the Turkish chemical market take action to prepare for the upcoming obligations.

Turkey's REACH regulation, known as KKDIK, is a national regulation that requires companies to register their chemicals with the Turkish Ministry of Environment, Urbanization and Climate Change. Similar to the EU’s REACH regulation, KKDIK aims to protect human health and the environment from hazardous chemicals.

KKDIK now requires that all chemical substances manufactured in Turkey or imported into the country in a quantity of one tonne or more per year be registered by 31 December 2023. Companies that fail to register their substances by this deadline may face legal consequences and fines.

To comply with the KKDIK regulation, companies must submit detailed information about the properties of their substances and any risks or hazards associated with their use. This information aids in assessing the safety of the substances and determining whether any restrictions or authorizations are necessary to protect people and the environment.

The registration process can be complex and time-consuming. Therefore businesses may require the support of experts to ensure all the necessary documentation is provided and should begin preparing their registration dossiers as soon as possible.

In addition to registration, the KKDIK regulation also includes provisions for the evaluation and authorization of substances, as well as restrictions on the use of certain hazardous substances. Here is a list of substances, articles and mixtures the regulation does not cover:

  • Radioactive substances and mixtures

  • Goods to be transported, mixtures or articles and goods in the free zone for re-export

  • Non-isolated intermediates

  • Transport of dangerous substances and mixtures in various modes

  • Wastes or radioactive wastes

  • Substances produced or imported for military defence purposes

  • Medicinal products

  • Veterinary products

  • Food and Feeding products

  • Medical devices

  • Cosmetic products

  • Annex IV and Annex V substances

  • Polymers (although there is a requirement to register the constituent monomers)

  • Re-imports

  • Reclaimed materials

  • Active substances in Plant Protection Products

  • Active substances in Biocidal products
