Important Update: Türkiye Introduces Mandatory Temporary Registration Requirement under KKDIK by 30 September 2026

The Turkish Ministry of Environment, Urbanization and Climate Change has issued a significant announcement regarding the implementation of the KKDIK (Türkiye REACH) Regulation. The update introduces a new operational requirement intended to accelerate the development of Türkiye’s national chemical inventory and address practical challenges experienced by industry in establishing Lead Registrants.

Under the announcement, companies manufacturing or importing substances into Türkiye must now ensure that a Temporary or Full Registration number is in place for each registerable substance by 30th September 2026. This deadline applies regardless of the intended tonnage band of a registration or the hazard classification of the substance. From this date, inspections to verify that companies have obtained temporary or full registration numbers will be conducted.

To facilitate meeting this deadline, companies can submit Individual Temporary Registrations via the KKS. The Ministry offers this as a faster, more practical alternative when joint registrations are difficult to coordinate.

Where some of the information required under Annex 1 of the KKDIK Procedures and Principles is not yet available, companies may still submit a temporary registration dossier with documented justification for the missing data. These elements may be updated later during the full registration process.

What this means in practice:

  • All companies seeking to register substances under KKDIK must have a Temporary or Full Registration in place by 30th September 2026 for all registerable substances manufactured in, or imported into, Türkiye.

  • Individual Temporary Registrations must be submitted by this date if a registrant is unable to submit a Full or Temporary Joint Registration
