Ministry of Health, Labour and Welfare (MHLW) is developing a positive list for food contact materials (FCMs) and plans to publish new FCM regulations in 2020. A MHLW committee proposed a FCM positive list in 2017 which consisted of 455 FCM substances. A recent meeting of the committee provided more detail on the upcoming positive list, which will initially apply to resins. The changes will include monitoring within the supply chain, risk assessments on elution amounts to food, toxicity data, permitted amounts and specified use methods.
