Japan’s METI publishes information on Small Amount Confirmation and Low Volume Notification

Japan’s Ministry of Economy, Trade and Industry (METI) has recently announced that companies intending to manufacture or import new substances under a Small Amount Confirmation or Low Volume Notification must submit a copy of a “use certificate”. The “use certificate” will be used to justify which emission factor can be applied by the company to calculate their annual emissions.

The use certificate can be in the form of:

  • A contract with the user company
  • A quality assurance document
  • A delivery notice
  • A Safety Data Sheet
  • A “use confirmation” provided by METI

The submitting company must also provide documentation containing:

  • Supplier’s information (company name, department, name of responsible person in charge)
  • User’s information (company name, department, name of responsible person in charge)
  • Substance information (name of new substance, use factor number and use classification)

Additionally, for Small Amount Confirmation, companies must submit the chemical formula in the Ministry of Labour format. Companies must use software packages such as Marvin US (provided by the National Institute of Technology and Evaluation, Nite), BIOVIA Draw or ChemDraw.
