Philippine Chemical Management Section recently added 33 substances into the Philippine Inventory of Chemical and Chemical Substances (PICCS).
Although PICCS certificate issuance was stated as not necessary by EMB MC 2016-011, and EMB Regional Offices were previously prohibited from issuing the certificates, the EMB recently published “Amendment to EMB MC 2016-011 to allow the Issuance of Certification for PICCS” which repeals the prohibition. If all the components of a confidential composition are in the PICCS Inventory, the composition can be sent to Environmental Management Bureau (EMB) to obtain a PICCS certificate.
